If you hear gunshots or are notified an individual with a gun is on campus, take the following steps...

  • Take Steps to prepare in advance. Have a plan of action.
  • AVOID, DENY, DEFEND
  • AVOID starts with your state of mind. Pay attention to your surroundings.
  • Have an exit plan.
  • Move away from the source of the threat as quickly as possible.
  • The more distance and barriers between you and the threat the better.
  • DENY when getting away is difficult or maybe impossible. Keep distance between you and the source.
  • Create barriers to prevent or slow down a threat from getting to you.
  • Turn the lights off and remain out of sight and quiet by hiding behind large objects and silence your phone.
  • DEFEND because you have the right to protect yourself. If you cannot AVOID or DENY be prepared to defend yourself.
  • Be aggressive and committed to your actions.


NOTIFY LAW ENFORCEMENT
AVOID
to a secure area. DENY and call 911. If you receive a busy signal, keep trying as long as possible without putting yourself in danger.

Tell the 911 dispatcher:

“This is Nicolet College. We have an active shooter(s) (or armed person) on campus. Gunshots have been fired (or weapon displayed). I’m calling from building, room ____.” (Room numbers are displayed on top of door frames in the room)

Provide the following information to the dispatcher:

  • Number of shooter(s) or armed people.
  • Name(s) of the shooter(s) or armed people, if known.
  • Race and gender of shooter(s) or armed people.
  • Description and color of clothing worn by the shooter(s) or armed people.
  • Physical features such as height, weight, facial hair, glasses of the shooter(s) or armed people.
  • Type of weapon used or seen.
  • Number of victims and types of injuries.
  • Last seen location of shooter(s) or armed people.

If you receive a Bomb Threat by phone:

  • Complete the Bomb Threat Report on the next tab of this app. Ask the caller the questions listed on the form and record the answers.
  • Once your phone call has ended, call Security at 715-365-4420.
  • If you receive the threat via voicemail or email, save the message. Keep ALL information about the call strictly confidential and contact Security at 715-365-4420.
  • Security will initiate an emergency response based on the data gathered and will contact the Sheriff’s Department.
  • If evacuation is required, Facilities and Security personnel will be dispatched to the threatened area and begin evacuation.
  • If evacuation is required, immediately exit the building. Take all personal belongings in your immediate area. DO NOT go to any other area of the building. Once outside, gather in designated evacuation areas listed on the Designated Evacuation Areas tab.
  • Gather off roadways for emergency personnel access.
  • Remain away from the affected area until a representative of the Sheriff’s Department or a member of Security tells you it is safe to return.

All students, employees, and visitors must comply with the directions provided.

A designated staff member with a lockdown card will swipe any door fab to initiate the lockdown.

An alert will be communicated over the mass notification systems and an email will be sent to all employees and students notifying them that an Emergency Lockdown is in effect. Details about the lockdown will be given when possible.

An all clear alert using the same channels will follow at the conclusion of the lockdown.

There are 4 different Lockdown Procedures. HOLD, SECURE, LOCKDOWN, & SHELTER

HOLD in your room or area. HOLD is called when halls or common areas need to be temporarily cleared.

Students:

  • Clear the hallways and remain in your area until all clear is announced
  • Do business as usual


Staff:

  • Recover people from the hallway
  • Lock the classroom or office door
  • Account for students, visitors, and others
  • Conduct business as usual


SECURE - get inside. Lock outside doors

Students:

  • Return to inside of the building
  • Do business as usual


Staff:

  • Recover students, visitors, and staff from outside the building
  • Lock exterior doors, increase situational awareness, account for students, visitors, and others, and conduct business as usual


EVACUATE - To a location.

Students:

  • Leave belongings behind except your phone, show your hands, and be prepared for alternative instructions


Staff:

  • Lead students to evacuation location, account for students, visitors and others, report injuries to first responders.


SHELTER - hazard and safety strategy. Cover for personal protection.

If you witness a criminal act, notice someone acting suspiciously, or you feel threatened, call 911 immediately.

In the event of a crime in progress:

  • Stay calm and attempt to get help. NOTE: Establish code words in your office to secretly alert others there is a problem.
  • Create distance between yourself and the individual.
  • Stay out of sight
  • Do not risk harm to yourself or others.


Observe the individual(s) carefully for:

  • Physical description: (race, sex, height, weight, hair, clothes, jewelry, tattoos etc.)
  • Type of weapon displayed, if any.
  • Note the exact time
  • Last known direction of travel.
  • Note the vehicle make, model, year, color, and license plate state and number.
  • Property damaged or taken.
  • Safeguard the scene for physical evidence by locking the door or preventing entry.
  • Notify Security at 715-365-4420.
  • Document a report of what occurred including who, what, where, when, why, how, how much, and statements made. Provide this report to the Manager of Risk, Compliance, and Safety.

If you are in a potentially violent situation:

  • Do not attempt to control the individual.
  • Try to find a safe location or create as much distance as possible.
  • Call 911 and then call Security at 715-365-4420.
  • Watch for sudden movement and target glancing.
  • Remember action beats reaction.
  • If the individual is threatening violence without a weapon there may be greater safety in numbers. Invite staff to the area if this can be done safely.
    Be aware that a weapon may be hidden.
  • Stay calm.


If you receive a threat of violence over the phone:

  • Locate the Violence Threat Report (last tab of this app). Ask the questions printed and record the answers.
  • If you receive the threat via voicemail or email, save the message.
  • If the threat is targeted at an individual you know, immediately inform them about the threat so they can take precautions and call Security at 715-365-4420.
  • Security will initiate an emergency response based on information gathered. If appropriate, the Sheriff’s Department will be contacted and emergency response personnel, campus security, or facilities staff will be dispatched to the location.

If you become a hostage:

  • Stay calm and quietly attempt to signal for help using established code words or hand signals.
  • If possible, discreetly text a coworker to call 911 for you and provide your location and the situation. Or use the silent call 911 feature on your phone.
  • Create as much distance as possible between you and the individual.
  • Watch for an opportunity to escape to a safe area.


For anyone not directly involved in the hostage situation:

  • Immediately clear all students and employees from the area.
  • Close and lock all office and classroom doors.
  • Initiate lockdown protocol and evacuate the building.
  • Call 911.
  • Call Security at 715-365-4420.

The behavior of a disruptive person has a negative impact on those around them, making it difficult for routine work or teaching to take place.

Examples include:

  • The behavior persistently interferes with effective class management. This includes an inability to comply with instructor directions.
  • There are frequent or high levels of irritable, unruly, abrasive, unsafe or aggressive behavior, including argumentative questioning or monopolizing classroom discussion.
  • There is bizarre behavior obviously inappropriate for the situation. 


Action Steps:

  • CONTACT SECURITY IF NEEDED AT 715-365-4420
  • 1st: Document the unacceptable behavior. Whether it occurs over the course of several days or on one occasion. Include a description of who, what, where, when, why, how, and how much.
  • 2nd: Notify your supervisor that as an effected staff member of the behavior or as the instructor of the course, you plan to provide clear communication to the student that their behavior will not be tolerated. Within the communication, provide the justification by quoting the listed expectations outlined within the class syllabus and/or from the Student Code of Conduct Policy.
  • 3rd: Include in the communication the steps that will be taken if the behavior continues. (Quote Student Conduct Policy) Reach out to Director of Strategic Enrollment or Manager of Risk, Compliance, and Safety for assistance if needed.
  • 4th: Document this communication within the Maxient Reporting Portal. Reach out to Director of Strategic Enrollment or Manager of Risk, Compliance, and Safety for assistance if needed.
  • 5th: If behavior continues despite clear directive, notify the Director of Strategic Enrollment or Manager of Risk, Compliance, and Safety and further action steps will be taken following the Student Code of Conduct Policy.

The behavior of the disturbed person often makes others feel uncomfortable on some level. Generally, a disturbed person acts irrationally or out of sync with reality.

Behavior of a disturbed student may include:

  • Impaired speech and disjointed thoughts.
  • Emotional responses that may be incongruent or inappropriate.
  • Expressing suicidal thoughts such as referring to suicide as an option.
  • Self-mutilating behaviors, including cutting or burning skin.
  • Frequent or high levels of irritable or abrasive behavior.
  • Inability to make decisions despite repeated efforts to clarify options or encourage a decision.
  • Bizarre behavior that is obviously inappropriate for the situation such as talking to something or someone who is not present.
  • Report of sexual or physical assault.
  • Recent death of a friend or family member.
  • Expressing suspicious and/or paranoid thoughts.


DANGEROUS PERSON
When a person threatens the imminent health and safety of those around him or her. 

  • Expressing suicidal thoughts, threats, or making suicidal gestures.
  • Self-mutilating behaviors, including cutting or burning skin.
  • Threatening others.
  • Carrying or brandishing a weapon.
  • See THREAT OF VIOLENCE tab for action steps.

Imminent danger is a situation where the person:

  • Appears determined, states a clear intention, and has the means to do harm (such as having a weapon or saying they are going to run their car into a tree and they are in the car).
  • Appears ready to attempt suicide either immediately or in the near future.


If you encounter a suicidal individual:

  • Call 911.
  • If you feel the person is not a threat to others, stay with the individual, if possible.
  • Try to listen and talk with the person in a calm manner until help arrives.

The police must become involved so the person is not a threat to themselves or others.
When safe to do so and if time permits, call Security at 715-365-4420.

  • Secure the affected area, not allowing anyone else to enter.
  • Call the Facilities Department:

Clean-up and safety procedures

  • Use personal protective equipment. (PPE)
  • If you come into contact with the bodily fluid go to the nearest decontamination shower or eyewash station. Follow up by responding to the hospital for immediate treatment.
  • Notify the Manager of Risk, Compliance, and Safety if exposed for a hepatitis B acceptance or declination form.
  • Dispose of the clean up materials and chemicals appropriately and safely as outlined on the chemical spill clean up kit.

If you see a fire:

  • Remember the acronym R.A.C.E.

  • Rescue those in immediate danger

  • Activate the nearest fire Alarm pull box.

  • Contain the fire by closing doors and windows throughout the building.

  • Extinguish if capable or Evacuate the building

  • Call 911 and describe the location of the fire and the type of fire (vehicle, wastebasket, electrical, chemical, etc.).

  • If the fire is threatening, evacuate the building.

  • When you are in a safe location, call Security at 715-365-4420.


When the fire alarm sounds:

  • Immediately evacuate the building using the shortest route possible.

  • Do not stop to consider whether or not you are in danger.

  • Do not assume that a lack of visible smoke or flames means you are safe. Most victims of a fire die as a result of smoke inhalation.

  • Close all doors as you leave.

  • Use the stairs. Do not use the elevators.

  • Follow the Fire Evacuation procedure outlined on the Fire Evacuation tab.


Assisted Evacuation:

  • Assist disabled individuals or other individuals who require additional assistance in exiting the building.

  • If a disabled individual is unable to manage the stairs, take the individual to the nearest fire exit stairs. Ask for assistance from others.

  • Immediately notify Fire Department personnel of the location of the individual requiring assistance.

  • You may call 911 and notify the Fire Department of the situation as they are in route.

  • Gather in designated evacuation areas listed on the following page.

  • Supervisors should conduct a headcount at the evacuation site and notify Fire Department personnel of any missing people.

  • Faculty should conduct a headcount at the evacuation site of students in their class and notify Fire Department personnel of a missing student.

  • Leave roadways open for access by emergency personnel.

  • Do not return to the affected building until a representative of the Fire Department or Security indicates it is safe.


Familiarize yourself with:

  • Fire alarm locations.

  • Fire extinguisher locations.

  • Evacuation route from the room in which you are located to the nearest exit.

Generally, the behavior of a distressed persons causes concern for the personal well-being of that person, rather than creating a worry for their impact on others. Please report these students or employees in the Maxient Reporting Portal to the Care Team.

You should make a report when a student shows:

  • Excessive procrastination and poorly prepared work, especially if inconsistent with previous work.

  • Having thoughts of suicide (Not imminent. If imminent call 911)

  • Infrequent class attendance with little or no work completed.

  • Dependency, such as hanging around the classroom or other areas or making excessive appointments during instructor office hours.

  • Listlessness, lack of energy, or frequently falling asleep in class.

  • Marked changes in personal hygiene.

  • Students who appear overly nervous, tense, or tearful.

  • Repeated requests for special consideration such as deadline extensions.

  • Report of sexual or physical assault.

  • Recent death of a friend or family member.

  • Flinching when approached

If you encounter a non-emergent hazardous material spill:

  • Secure the affected area; not allowing anyone else to enter.

  • Contact the Facilities Department at 715-365-4419 during weekdays or 715-365-4431 for after hours or on weekends.

  • Facilities keeps the clean up kits in the shipping and receiving department.

  • Facilities may shut down the air conditioning/heat or air handler fans during this situation to prevent contamination of the rest of the building.

  • Reference the Material Safety Data Sheet (MSDS) of the chemical for appropriate clean up procedures (Found on-line on Velocity EHS.)

  • Use personal protective equipment. (PPE)

  • If you become exposed to the chemical, follow MSDS guidelines on appropriate treatment procedures and follow all directions carefully on the MSDS. Respond to the nearest decontamination shower or eyewash station.

  • Dispose of the clean up materials and chemicals appropriately and safely as outline on the chemical spill clean up kit and MSDS sheet.


Emergency Hazardous Spill

  • If it appears to be an emergency, call 911, and then contact Security at 715-365-4420.
  • Depending on the type of chemical and the amount spilled, evacuation procedures may need to be put into effect. This will be determined on a case by case basis.
  • Notify Security at 715-365-4420 if evacuation is needed. Reference the Designated Evacuation Locations tab for additional information.
  • Notify the Aspirus Rhinelander Hospital at 715-361-2000 if staff need to be treated
  • Evacuate the area using designated evacuation routes to the designated evacuation locations.


External Hazardous Material


  • In some cases, Security may implement a Shelter-in-Place Procedure. The Shelter-in-Place procedure is utilized when there has been a chemical or biological release or radiological incident outside of the facility, but in close proximity to the facility, and the available information indicates that there is not adequate time to evacuate building occupants to a safer location before the dangerous contaminants reach the facility.
  • Some buildings have emergency power generators to supply lighting for evacuation. Other buildings have battery-powered emergency lights.

  • If it appears that only your building is without power, call the Facilities Department at 715-365-4419.


Elevator Failure

  • If you are trapped in an elevator, use the emergency phone to call for help.


Plumbing Failure, Flooding, or Water Leak

  • Stop using all electrical equipment and, if it is safe to do so, turn off any electrical equipment near the leak.

  • Notify the Facilities Department at 715-365-4419.

  • Evacuate the immediate area to prevent injuries.


Natural Gas Leak

  • DO NOT switch lights on or off or unplug any electrical equipment. Electrical arcing could trigger an explosion.

  • DO NOT use cell phones.

  • Evacuate the area. Once you are away from the scene of the potential leak, notify the Facilities Department at 715-365-4419.

If an individual needs first aid or medical attention:

  • Call 911 if needed.

  • After calling 911, call Security at 715-365-4420.

  • Inform the Facilities Department at 715-365-4419 if blood or body fluids are involved.

  • Keep the ill or injured individual as comfortable as possible.

  • First aid kits are located in each department. Do not perform any first aid beyond your certified training. (See First Aid Kit Locations Tab)

  • Do not move an individual who has fallen or appears in pain.

  • Report any details leading to the injury to responding officers and emergency services.

  • All injuries and medical emergencies require a Maxient Incident Report form to be completed. If you need assistance with this, please contact the Manager of
    Risk, Compliance, and Safety at 715-365-4637.
